What makes a painting bad?

A hilarious site - featuring bad paintings of Barack Obama called www.badpaintingsofbarackobama.com. It isn't easy to scroll the images, i had to leave the site and then go back to it to see the next painting. But it got me to thinking - what makes a painting "bad"? Or perhaps more to the point, what makes a painting "good"?
